Neteller agrees refund plan for US customers
Neteller has announced that it has agreed with the US attorney’s office for the Southern District of New York (USAO) on plans to refund its US customers.
Neteller, whose two founders Stephen Lawrence and John Lefebvre are still on bail, said it was continuing to cooperate with the USAO and told the authorities that it would try to resolve the investigation no later than 13 July 2007.
Neteller said it had signed a Distribution Plan with Navigant Consulting on 21 March to work out a plan to refund US customers and that it had now been agreed upon. The company will work with Navigant and the USAO to implement the plan once a date has been finalised.
As part of the plan, the company said US customers would be able to access their accounts online for a certain time and make a request for their funds. No interest on account balances will be paid and customers will not be charged processing fees. US customers will receive the entire balance of funds in their account; no requests for partial payments will be processed and US customers will not be able to use their accounts for any transaction other than to request the funds. Neteller said close to US$60m "had been seized by the USAO or otherwise restricted by third parties†on 8 February.
Ron Martin, chief executive of Neteller, said: "The agreement on the Distribution Plan represents a milestone in our cooperation with the US authorities. While we are disappointed not to have been able to return funds to our US customers at this point, we believe that the steps we have made in our discussions are significant and we hope to be able to announce further progress with the USAO by 13 July 2007."

Peter Greenhill and Stuart Barker, the chief executive and finance director at Betex, have resigned after failing to receive assurances from the Chinese authorities that they would not be arrested if they entered the country. Non-executive director Philip Goodmaker has also resigned.
In April the specialist Chinese lottery company announced that three of its employees in China had been arrested over allegations of involvement in illegal gambling. No charges against the employees have yet been brought by the Chinese authorities.
Speaking to eGaming Review, Greenhill said the company had heard rumours that his and Barker’s names had come up in the Chinese investigations and that it had been impossible to ascertain whether or not the pair could be in danger of being arrested should they enter the country. “It was too much to ask, perhaps, for proper assurances,†he said. “It is better for the company is someone else takes over.â€
Betex has appointed chief operating officer Jeremy Longley as the new chief executive. He will be supported by present executive chairman Johnny Hon and company secretary Simon Spector. Meanwhile, Alexander von Franckenstein has been appointed as a non-executive director to replace Goodmaker.
Greenhill added that the employees who have been detained are yet to be released.
Johnny Hon added in a statement: “(Greenhill and Barker) feel that they are unable to perform their roles as they would like to, and to the best effect for the company. The board would like to take this opportunity of thanking (them) for their efforts.â€

BetonSports pleads guilty to racketeering
BetonSports plc has pleaded guilty to charges of racketeering and has agreed if called upon to supply witnesses and evidence in the cases pending against former chief executive David Carruthers and company founder Gary Kaplan.
In return for its guilty plea, BetonSports could be liable to a fine of up to US$500,000 and an agreement that no further BetonSports directors will be charged.
Catherine Hanaway, prosecuting US Attorney in St Louis, said: “This plea, combined with the terms of the civil junction, should put an end to the BetonSports illegal gambling empire.†She added that the guilty plea “constitutes a submission by the company to the US justice systemâ€.
The news will come as a body blow to Carruthers, who is awaiting trial in St Louis. A fortnight ago, eGaming Review broke the news that Carruthers had sent out letters seeking support for his case and citing the recent news from Antigua’s World Trade Organisation (WTO) dispute with the US.
In the plea agreement, the plc has admitted conducting a “pattern of racketeering acts, including repeated mail and wire fraud†as well as operating an “illegal gambling businessâ€, laundering money and multiple state gambling felony charges.
The Department of Justice statement added that no trial date had been set for the remaining defendants.

Online processor reveals that $9.25 million of Internet gambling merchant funds frozen
It appears that Citadel Commerce is the latest online processing company to be targeted by the US Department of Justice, following a past involvement in the global online gambling industry.
Following a preliminary statement last month (April) the company has revealed that some $9.25 million of online gambling merchant's reserves in its care have been seized by the US Department of Justice.
Earlier reports (see previous Online-Casinos.com/InfoPowa bulletins) recorded similar actions taken against the Optimal group regarding two of its subsidiaries.
Citadel spokesmen revealed that $941 000 of the funds seized by the Department of Justice is capital belonging to the company, and that negotiations with Justice officials are ongoing.
“The company is continuing to work with the DoJ through its legal counsel to resolve the situation,†a company statement advised.

PartyGaming has announced its departure from the Turkish market following the passing of recent anti-online gaming legislation.
In a statement to the London Stock Exchange, the company said that “in light of the passing of recent legislation which prohibits certain forms of online gaming from being offered by any unauthorised domestic or foreign company to citizens in Turkey, it has now taken all reasonable steps to ensure that customers in Turkey are denied access to any of the Group’s gaming sites.â€
The company added that revenue from customers in Turkey does not represent a material proportion of the group’s revenue.
Austrian bookmaker Bwin announced in early March that it was temporarily halting its services and products to Turkey.
However, industry analysts expect the new law will eventually allow bookmakers to apply for operating licences in Turkey, although no timeframe has been given.
Bwin said at the time it was pulling out of the Turkish market as a gesture of goodwill. The company generates around 6% of its gross gaming revenues form Turkey.
